Institutional funding is now ActionAids second largest income stream and with the new Strategy 2028 we forecast clear opportunities and potential for ActionAid to scale up and diversify our institutional income through a fundraising model that is rooted in a partnership-based approach. The EU is the largest multilateral donor in the world, and funding from EU institutions represents a significant portion of ActionAids institutional income.

A consummate networker and influencer, you will strengthen ActionAids EU relationships, positioning and strategic engagement in order to grow our income, which will extend our influence and benefit our development and advocacy programmes. As EU Partnership Manager you will provide vision and strategic direction to ActionAid International to maximise our engagement with EU development cooperation agencies (DG DEVCO EuropeAid, DG NEAR, and EU Delegations).

With a comprehensive knowledge and understanding of the EU political environment and EU development funding policies, you will monitor and analyse EU funding trends, priorities, and policies and how they align with ActionAids strategic priorities, ensuring we are ahead of the game on forthcoming funding initiatives and activities. As the EU funding and partnerships lead within ActionAid International, alongside the EU Policy & Advocacy team, you will develop a new global EU engagement and funding strategy. You will also advise and support ActionAid country members in the development of their strategy for engagement with EU Development Cooperation Agencies, keeping them abreast of EU funding opportunities, grant management rules, eligibility criteria, and compliance issues and regulations. As a key ActionAid representative at relevant donor and civil society fora in Brussels you will cultivate strategic alliances with like‐minded NGOs and other parties, and you will also actively engage in the Concord HUB3 (promoting civil society and funding). Comfortable engaging with diverse stakeholders in a way that leads to increased impact for the organisation, you will spot and create opportunities to positively influence EU donor funding streams.

You will ensure there are effective systems in place to monitor performance against defined EU fundraising and grant management indicators, identifying risks and providing solutions. You will lead a small team to develop business processes, policies and operational guidelines to facilitate better business development prioritisation and management and accountability of EU funding and grant management within the organisation. You will oversee strong capacity building, communications, and learning mechanisms to strengthen Federation capabilities and skills in EU business development and grant management.

You will already have a proven track record of leading on an organisational funding strategy for an institutional donor and be able to demonstrate strong senior-level experience of raising significant funds from the EU. You must have a comprehensive knowledge and understanding of the EU, its funding policies, regulations, programming and grant management requirements. A natural leader and influencer, coach and mentor, you will be experienced in building the capacity of others when working with institutional donors (both your own team and stakeholders across ActionAid). Fluent in English, a second language would be an advantage, particularly French, Spanish or Portuguese. Most importantly, you will be at ease working in a multicultural environment and building relationships of trust with colleagues from different countries and demonstrate a passion for social justice activism and advocacy and a strong commitment to ActionAid Internationals vision, mission, and values.
